What is going on Palmer Hwy?

Many Texas City residents have raised concerns about traffic delays, lane closures, and safety along Palmer Highway (FM 1764) and SH-146.

This page provides a clear overview of the current project, what’s causing the delays, and how you can contact the appropriate agencies to share your concerns.

Project Overview

The current construction impacting Palmer Highway (FM 1764 / Emmett F. Lowry Expressway) is a project led by the Texas Department of Transportation (TxDOT).

The goal of the project is to improve traffic flow, roadway safety, and long-term infrastructure along this major corridor.

Construction includes:

  • Lane reconfigurations and closures
  • Roadway improvements and upgrades
  • Ongoing traffic pattern changes

While these improvements are intended to benefit the community long-term, many residents are currently experiencing significant delays, confusion, and safety concerns due to how traffic is being managed during construction.
